Oracle V9.2.0.4

I need help with a problem that has me baffled.

The system had two drives; a 40 GB & an 80GB drive. The 80 GB was
mounted under /b.
/b holds ORACLE_HOME and all the DB datafiles. This drive filled up.
We got a 300GB disk.
We copied all the files from the 80 GB to the 300GB & mounted the
300GB under /b.

Now SQLPLUS won't start.

<sdb1-oracle@xxxxxxxxxxxxxxx:/b:> sqlplus
Error 6 initializing SQL*Plus
Message file sp1<lang>.msb not found
SP2-0750: You may need to set ORACLE_HOME to your Oracle software directory
<sdb1-oracle@xxxxxxxxxxxxxxx:/b:> 


 find $ORACLE_HOME -name sp1us.msb -ls
8519687   12 -rw-r--r--   1 oracle   dba         11264 Apr 26  2002
/b/oracle/product/9.2.0/sqlplus/mesg/sp1us.msb

So from above it shows ORACLE_HOME is set & the file does exist.
In theory nothing else on the system has changed.
Therefore I am at a loss WRT what needs to change to get sqlplus to start.
Any clues, suggestions, or pointers would be greatly appreciated.
