I also ran a search on the Note id and got no hits. I then tried a search on
the phrase, " Cannot set an SCN larger than the current SCN," and got no useful
hits except for note: System Change Number (SCN), Headroom, Security and Patch

Subject: SCN Message and Note 1380295.1 in import
During an impdp import into a 10.2.0.5 PSU6 database, we see this message :
"Cannot set an SCN larger than the current SCN. If a Streams Capture
configuration was imported then the Apply that processes the captured messages
needs to be dropped and recreated. See My Oracle Support article number
1380295.1."
The message appears immediately after "Processing object type
DATABASE_EXPORT/SYSTEM_PROCOBJACT/PRE_SYSTEM_ACTIONS/PROCACT_SYSTEM" in the
import log.
My guess is that it relates to the the recent 'bug' about SCNs being
extraordinarily incremented in a Hot Backup of database running distributed
queries/transactions. This message did NOT appear in previous import tests
when running 10.2.0.5.0 (i.e. without PSU6) so I presume that it is a new
warning introduced in PSU6.
We don't have Streams configured but I wonder if Ebusiness Suite 11i has
some complications. We do have database links and distributed queries.
I can't find the note on support.oracle.com and have logged an SR.
Has anyone encountered this earlier ?
