It is duplicate now. One owned by SYS and one owned by SYSTEM. You may drop
it safely owned by SYSTEM. Just make sure that SYS also has this object
before dropping it.

Start with:
Show errors package body utl_recomp;
to find, what are the specific errors.
Btw., did you try to recompile it when connected as system (or under some other account)?

I by accident run "@?/rdbms/admin/utlrp" use "system" account. I have error come out:
SQL> alter package system.utl_recomp compile body;
Warning: Package Body altered with compilation errors.
Anyone know how to get ride of this problem?
