I don't think so. One of the advantages to a 64 bit OS is a larger memory
pool.  XE limits the memory (to under the 32 bit limitation...) so I don't
see that happening. Unless there was an easy switch to go from XE -> SE or
EE Oracle would not be motivated to do so.
