Before confusion spreads too far.

This is configurable at the server level.  If you want data and system =
catalog case insensitivity, it's available.  (And while I'm on it, =
Oracle 10g's NLS_COMP feature is a god-send!)

Nope, SQL 89/92/99 quote standards are followed, including single quote =
being its own escape character.
