root.sh is bulletproof enough. In fact, if it fails without finishing,
you might need to delete few files to make it run again - otherwise it
will report that existing CRS configuration is already there and exit.

The fact that inittab is not updated by root.sh is worrying -
something went wrong and you might need to clean up what root sh did
and rerun it:
- delete /etc/oracle/ocr.loc
- zero out OCR and voting disks using dd

You might want to enable debug (set -x) in install/rootconfig file to
investigate.

If inittab is updated but CSS daemon doesn't come up - check /var/log/messages.
