I'd also recommend having a wander through the information on OTN - 
http://www.oracle.com/technetwork/oem/install-upgrade/index.html - looking 
specifically at the 12.1.0.3 material.

No, going from OE 12c CC Core 12.1.0.2->12.1.0.3  is not a 'self-update' 
step.  You are strongly encouraged to read the upgrade doc at 
http://docs.oracle.com/cd/E24628_01/index.htm

Since each installation is different in some way, you should plan your upgrade 
carefully based on the doc.  The upgrade process allows you to retain the data 
- but you need to decide based on your analysis of the upgrade path.
