October CPU

Hi,
I wonder if anybody can explain this sudden change in the CPU patch
instructions for RAC (which actually has a big impact in production
operations):
- CPUs are cumulative as confirmed in the README 'Critical patch update
(CPU) patches are cumulative, which means fixes from previous Oracle
security alerts and critical patch updates are included.'
- JUL 06 CPU RAC post install stated than when running post-install: "No
user should be accessing the selected instance and all other instances
must be shutdown."
- OCT 06 CPU RAC post install: "Users can continue to access the
database during the post-installation steps."
