OID in 10g

Having just upgraded a database server (Windows 2000) to Oracle10g, I
find that the OID utilities (oidmon, oidctl) don't show up in the 10g
%ORACLE_HOME\bin, although the 10g software tree does contain an ldap
directly. Did I miss something in the installation?
