I didn't create the rule. It's one of the oracle supplied rules
called "Database Availability and Critical States".
Within there is "blocked session count". 
And Yes, I have subscribed to the rule I mentioned above.

      There are some very annoying differences between EM Grid Control 10g and 
11g.  I had the same issues when I upgraded from 10g GC to 11g GC myself.  


        1.. Navigate to the target home page and, under Related Links, click 
Metric and Policy Settings. 
        2.. Here you will find the Metric Thresholds and Policies tabs where 
you can edit the thresholds. 


      Assuming you are looking to define thresholds for a Monitoring Template 
(which could be applied to more than one target at the same time) 


        1.. Click on the Preferences link at the top right of the EM Grid 
Control Screen 
        2.. Click on the Monitoring Configuration option in the Left Navigation 
pane  
        3.. Depending on whether you already have a template or are defining a 
new one, choose an existing template and hit edit or create a new one 
        4.. Once in the monitoring template, you can now define thresholds for 
the template.  Click on the pencil icon at the far right to modify.


      Hope that helps you do what you were looking for.

      You can either define a template, which affects all the targets of a 
group or you can define a special value from the Policy link in performance 
page of the target. (I might have the name wrong, but it was something to do 
with policies and it was on the performance page in related links if I 
recall...)
