RE: MOS trouble again looking for patches

I haven't had issues downloading any files, but did have the unfortunate issue 
that the one-off patch for 10.2.0.4.2 on bug 7170213 was the wrong file on the 
site.  After unapplying all my one-off patches, running the psu for 10.2.0.4.2, 
then finding out a critical one-off patch I needed wasn't on the site correctly 
and I had to wait for Oracle development to get it to me?  Let's just say my 
manager was making a few calls to our Oracle sales rep...
(And what the heck is this about Oracle Support requesting justification to 
apply a PSU??  I understand if it's a one-off patch or special bug patch 
request, but a PSU or CPU?   When I posed this question to them, they couldn't 
even answer why...  Very bizarre....)

I’ve downloaded a few patches over the last two days through both 
support.oracle.com and supporthtml.oracle.com with no problems (other than 
slowness) on either one.
