How about checking v$resource_limit for sessions' max_utilization? If the
instance has been bounced, you can still find the number in
dba_hist_resource_limit. Or similarly, v$license for sessions_highwater (plus
number of background processes if you count them)? There's no dba_hist_* view
for the latter.
