Event 10499: NUMBER Datatypes

Hi guys!
Setting Event 10499 to revert to the earlier behavior of NUMBER
datatypes that have no explicit setting of their scale value was no
expected effect on my Oracle database. What i´m doing wrong? I included:
event="10499 trace name context forever, level 10" in the init<sid>.ora
and created the spfile. Then, shutdown and startup. Nothing happens. The
new behavior still remains the same.
Any help ?
