"ENQUEUE_TIME AND START_TIME AHEAD OF SYSDATE" -- Bug 3060261

I just came across this bug in a reference from Note 252686.1
OSS's Note 3060261.8 "Bug 3060261 <Queue_table>.ENQ_TIME and V$ view TIME
columns may be ahead of SYSDATE"
isn't clear whether it impacts only AQ and UNDO and whether it impacts
9.2.0.2 / 9.2.0.2 RAC.
Has anyone come across this bug or the requirement to patch for this bug in
9.2.0.2 ?
I also have a few 9.2.0.4 instances. What components in 9.2.0.4 would
require the patch,
other then the ORA-01555 impact ?
