You could do an init 5 in the rc.local as part of the startup process,
and then run the installer.

Subject: EC2 run level and oracle install

Hi All,

I am messing around with a silent install of 11gR2 on an oracle Linux
AMI on EC2 (without Oracle installed already).

It seems that the EC2 instance goes straight to run level 4 no matter
what the inittab has in it, and Oracle's installer is checking to verify
that the host is run level 3 or 5. I know some on the list have messed
around with EC2, so was wondering if you ran into this issue before and
how you worked around it.

Thanks in advance
