I just got some feedback from Dev on this, and the answer I got was different. 
Here is what I got from dev. (I hope the image gets through, if not let me know 
and I can forward it separately)

 

For 9208 the Db cloning doesn't work from database home page , you have to 
navigate to Database provisioning page and there is a link there for 9i 
specific db as highlighted below :
cid:part1.05080904.05030807@oracle.com

I'm trying to use OEM12cR2 to clone the oracle home of a 9.2.0.8 database but 
it keeps failing. I have no trouble cloning any 10.2 or 11g oracle homes. The 
process keeps failing with this message:
