If you are on 11.2.0.2 then you can use
DBMS_RESOURCE_MANAGER.CALIBRATE_IO<http://download.oracle.com/docs/cd/E11882_01/appdev.112/e16760/d_resmgr.htm#CJGHGFEA>.
