ApEx runs out of the database so I don't think you can do anything like
that (I've never tried) but we do have an ApEx system that talks to
multiple databases, you just use database links.

Subject: Application Express Install

We are looking at installing Application Express. We would want to be
able to access multiple databases. Can the Application Express Listener
Product be configured to access mutliple databases? If not, what would
be the recommended way to achieve this result?
