There is no official way, but there is a zip of the "app/..." directory
structure under the /scratch/db directory, or you could clone the Oracle
home to get yourself an unofficial on-prem release to play with. Of course
I would not advise this and would never consider doing it myself as that
would probably be breaking the T&Cs in some way, and we wouldn't want to do
that. :) If I had done this, I would never admit to it in public. :)

I’m not certain the reasons I really, really want the 12.2 SQL*Plus are
public yet. One of my clients without a beta license really needs it for
some of the reasons I’m not sure are public.

I think that is overstating it somewhat.
There was a product you could buy since OpenWorld that was based on 12.2.
The first full 12.2 release is now available on DBaaS, which means it's
available on premise to those who bought the private cloud thing on their
next update. I wouldn't call that an April fool's release. I admit it's
hard to get excited about something you can't use yet, but that does mean
it doesn't exist.
Now that 12.2.0.1 exits it is just a waiting game for the on-premise
release. Before a couple of days ago there was not a product worth
releasing outside the confines of a strictly controlled environment. Now
there is.
We will now be able to see what cloud-first really means. Every day from
now feels like an artificial delaying tactic, but I guess we will see.
