Rtf template is not updatable

Hi All,
We have a custom report for which the rtf template is not updatable.I’m not
sure how this got disabled.
Is there a way to make it enabled ?
The navigation steps are -- In XML publisher responsibility,under templates
tab,we will find this update icon..
