Partitioning feature not enabled

Hi,
   
  When I try to partiton a table, it throws the error
   
  ORA-00439: feature not enabled: Partitioning
   
  eventhough its an Enterprise Edition release n the Partition parameter
  value is set as False in v$option. Though the PARTITIONING WAS DONE
  few months ago
  Does anybody have an idea about this.
