I never used a reading pad after training either. Maybe I just have a light touch or something, but I've never really had a problem with paper moving around on a bare desk or table top. I read that way all the time. But, it's probably a personal preference thing, and if you feel more comfortable with the pad, then that's the way to go. I do know there used to be pads on which you could set a typewriter and if you could find one of those, that just might work. Also, depending on what you're trying to read, a clipboard might be of some help if you're looking at just a single page. I either put a small heavy object on one corner to hold an item in place on a table or desk, and read it that way; or I hold it in my lap. You could try a mouse pad too; it might be too small, but I've used them. There are lots of options.
