You bet. That's why they have the satellite component in addition to the terrestrial. Something that is equally true here in the U.S., just not free.

Think how much better the Kiwi system would be if they waited another ten
years.  By then, ATSC 2.0 will be in widespread use.

I think the proof is in the pudding.

The kiwis are using essentially the same modulation technology designed into the DVB standard from day 1. They are updating the compression technology, which was clearly going to evolve from the first generation MPEG-2 standard.
