Only one country, the Netherlands, has planned or executed such an unstaggered switchoff. My prediction is that staggering the switchoff in the US is the wiggle room the Democratic Congress will request, eventually. The 18 Feb 2009 date will be retained, but will only apply to those markets where analog switchoff matters least and/or is easiest to implement. For example, markets like Santa Barbara or Gainesville, with very few OTA users, or markets where only a couple of stations need to do a flash cut to a new DTT frequency.
