The argument advanced here is that by requiring digital tuners in sets, the FCC would lead makers to stop making big sets and instead market monitors. Can't say that's happening, but with the requirements only affecting the largest sets, I have been exposed recently to an interesting problem: the near-impossibility of acquiring small, portable TV sets (the types used to provide visual clues to TV reporters live in the field). These sets were once quite common. No more. These small sets do not come under the tuner mandate until next year or later. But, the tuner decision is having consequences already. I do suspect the later models -- if there be such, will have tuners. The only people interested in monitors this size have video editing equipment.
