I know I'm "sticking my neck out" but I'd like to encourage visitors to Josephine Co to pay the day use fee (& perhaps write on the ticket that you are at the park "birding"). The $4 and 5 minutes is paltry compared to the cost of & time spent driving. And the Josephine Co. Parks can sorely use the $.
