You can find nvda snapshots here:

You can replace the mo file with the one you compiled, and then start the
snapshot, just like what you are doing now with the
2011.3 version.
You don't really need to do this unless you really want to test something
specific.
The last few messages that were fuzzy where all due to capitalization changes
to make the dialog names consistant, so probably
didnt have to change anything for tamil.
