Hello, I understand that the two blank lines at the top of the document are
important.
However it is causing my user guide to have many structural differences, how
should I handle it?

You can't modify the HTML directly, since it is always generated from the t2t
and will thus be overwritten. I've made the necessary changes to the .t2t
files for Hebrew to ensure that DIR="rtl" gets applied (revision 31458).
Please update your svn working copy. Note that I've added some lines to the
top of userGuide.t2t and changes.t2t and also added a new file called
locale.t2tconf.

Hello,
In order for the UserGuide.html to display nicely in Hebrew it is required
to add <div dir='rtl'>.
if i will modify the UserGuide.html in my HE folder will it reflect in the
final version ? if no what should i do , in order to wrap the html in <div
dir='rtl'> </div> ?
Thanks
