I would argue against this for layered commands. There are certain situations
in which layers are very helpful (for example the matrix browser of bought tech
access).
Yes the user could forget that the layer is active but that's a their problem,
and be we could fix this issue by making the screen we are under a short beep
before anything happens. Similar to what we do for capital letters when the
user held down the shift key when caps lock is on.
