Honestly we might want to change the PHP to grab the timestamp of the last file
update and present the last modified time.

In the early days of add-on releases, it was a common practice to update the
readme pages whenever localization updates were posted. This stopped in 2014,
and readme pages are updated if a major version of the add-on is released or
a significant minor versions are released.

For example, the NoBeep addon shows:
