[nvda-addons] Proposal: hosting Newfon add-on on behalf of NV Access and others

Hi,
For those following the NVDA core ticket 3184: Newfon is now gone from the
core, and some suggested letting the community add-ons site host the add-on
version (Bernd proposed it and Jamie concurs). Thus I'd like to ask that we
do it as a service for the community. Thanks.
