[nnasnet] new state checklist

The VSO has published an updated field checklist of the birds of Virginia.
It is in many ways similar to the checklist published by NNAS, of course,
but it includes a listing of species that should be reported if seen, the
so-called Category 1 through 4 birds. If you were to print this list and
stick a copy in your field guide you'd have a quick and ready reference as
to whether an unusual bird is reportable or not.
