Richard Clarke's Legacy of Miscalculation

This is an opinion piece from columnist George Smith discussing the career
of Richard Clarke.  Richard Clark's recent retirement as cybersecurity czar
for the White House came hot on the heels of the Slammer Internet virus,
which, though one of the most serious to date, did not reach the level of
devastation often predicted by Clark during his tenure.  Clarke had long
ago begun predicting that electronic attacks were going to change
everything.  History, at least to this point, has not given credence to his
warnings.  The author suggests, however, that Clarke's most lasting work is
probably the new corporate exemption to the Freedom of Information Act
(FOIA).  Originally designed to protect corporations from malicious use of
FOIA by industry competitors, the law was recently passed as part of the
Homeland Security legislation.  As Senator Carl Levin has pointed out, the
current wording of the law has an unusual side effect protecting
corporations from any outsider using the company's own information against 
itself.
