California secretary of state bans electronic voting in four counties

California secretary of state Kevin Shelley has banned the use of electronic 
voting machines from Diebold Election Systems in four counties, and may ban 
their use in ten more unless they meet certain conditions. Numerous problems 
with the machines during the March 2004 primary elections highlighted security 
concerns, specifically the lack of a paper record of votes and the possibility 
the system could be hacked. 50 million voters were expected to use electronic 
voting machines from Diebold in the November Presidential election.
