Balancing Data Needs And Privacy

The debate between privacy and security has received more attention since 
the announcement of the Defense Department's Total Information Awareness 
(TIA) project. The announcement has also fueled research into data privacy 
technology, used to search databases for suspicious patterns while 
protecting the identities of people whose records rest in the databases. 
Such research is underway at the Palo Alto Research Center under a $3.5 
million grant from the Defense Advanced Research Projects Agency (DARPA). 
Critics question the ability of the Defense Department to fund privacy 
research under the same projects as a surveillance network, and fear that 
such funding is only a public relations cover for the surveillance network. 
However, Teresa Lunt, a computer security expert on the PARC research team, 
points out that many DARPA projects have had more civilian applications 
than military. Such technology can also be used in medical research, 
providing doctors with valuable data, while!
  protecting patient privacy.
