There is a national emergency at the state, city, county and local levels for funding state and local governments for a variety of reasons including, in addition to bad economic times, Federal Government cutbacks in a number of education technology programs and the use of Federal tax dollars with church and religious organization run welfare programs rather than state and local government run programs that are contributing to this problem. This funding crisis is leading to quite a few novel approaches to funding of government including the creation of government run casinos to raise revenues for running state government programs. ********************************************************************** WHY EBONICS IS A LANGUAGE Stigmatized and Standardized Varieties in the Classroom: Interference or Separation? They say it could bring in millions. By Anthony S. Twyman Inquirer Staff Writer <http://www.philly.com/mld/inquirer/news/local/5151613.htm> They are not quite ready to replace Billy Penn with a Pepsi bottle, but the folks in City Hall think there is money to be made hawking everything from soft drinks to computer software. Street administration officials said yesterday that they planned to hire a firm to look into whether Philadelphia should allow private companies to use the city's name to market their products. For a price, then, Dr Pepper could call itself the official drink of Philadelphia, or Nike could slap its name on any number of recreation centers. "Each one of our citizens represent a potential market for these companies," Janice Davis, the city's finance director, said during a budget hearing before City Council yesterday. City officials were sketchy on the details. But they said that they expect such promotional deals could bring the city about $12 million over the next five years. That revenue is sorely needed to offset a budget deficit expected to climb to $834 million by mid-2008 if steps are not taken soon. --------------------- Full Story May Be Read at the URL Above.
