TUXEDO While the 14 miles of track between the Harriman and Suffern Metro-North stations will take months to repair, the MTA announced measures on Thursday afternoon to placate customers in the meantime.

Its far from a perfect fix. Commuters will still be faced with a train-bus-train scenario.

.

Those who depend on the Port Jervis Line have had to make do with MTA-provided bus transport since the storm, but starting Monday 17 trains will run daily from Port Jervis to Harriman, where buses will bring travelers to a NJTRANSIT station with connections to Secaucus, Penn Station and Hoboken. The announcement was made by Metro-North Railroad President Howard Permut while inspecting the damage in Tuxedo.

Since the storm was done, restoration of service on the Port Jervis line has been the top priority of Metro-North Railroad and it will remain so until we have rebuilt the entire line and fully restored rail service to what it was before the storm, Permut said.

Metro-North Railroad is restoring parts of the Port Jervis train line faster than expected after 14 miles of tracks were uprooted and wiped out by Tropical Storm Irene.

Starting on Monday, Metro-North will run trains from the lines endpoint in Port Jervis to Harriman, five stations down the line. Passengers can transfer there to buses that will take them to the New Jersey Transit Ramsey/Route 17 train station, five more stations down the line towards its terminus in Hoboken, N.J., where city-bound commuters can catch the PATH train.

Following the Aug. 28 storm, commuters nearly lost their train line entirely. Even though the Metropolitan Transportation Authority, Metro-Norths parent, is struggling to trim costs in its capital budget and the Port Jervis train line serves only 2,300 weekday commuters, the authoritys chairman, Jay H. Walder, visited the damaged tracks shortly after the storm and pledged that they would be rebuilt.

When they arrive at their usual boarding station in the morning, commuters will now find buses to NJ Transit's Ramsey/Route 17 station alternating with Metro-North trains to Harriman, where other buses will shuttle them to Ramsey, N.J. All busing to Beacon will be eliminated.

And when they get to Ramsey, they will find more trains and more seats, including several "semi-expresses" that have fewer stops in New Jersey en route to Hoboken, N.J. The evening rush will mirror the morning's. The new schedules are posted at

"This is the first of many steps Metro-North is taking to restore full train service," Howard Permut, Metro-North's president, said Thursday. "We believe it is an improvement over the bus plan in place for the past few weeks."

Permut spoke at a press conference beneath the Arden Road bridge over the Port Jervis line, where flood waters have washed out sections of the track. He was joined by Orange County Executive Ed Diana, Susan Metzger, Orange County's delegate to the Metropolitan Transportation Authority, and Carl Wortendyke, Rockland County's delegate.

Pointing to trucks that were dumping stone along the track, Permut said the railroad was scouring quarries throughout the Northeast to find enough ballast to repair 50 washouts that would cover two miles if they were combined. To rebuild the railroad through Tuxedo and Sloatsburg, where the damage is severe, he estimated Metro-North would need at least 100,000 tons of fill from 2,500 trucks.

Permut, shouting over the noise of New York State Thruway traffic, still resisted putting estimates on how long the line will be out of service beyond "months" or how much the reconstruction will cost beyond "tens of millions of dollars."
