Olivia Marie Coats was born Dec. 28 at the Medical Center of Southeast Texas in Port Arthur. During the delivery, the attending physician performed an emergency cesarean section during which he apparently used forceps to help deliver the girl, according to information released by the family.
On Wednesday, the infant died. She apparently suffered from "a fractured skull and severed spinal cord," according to a statement from the family published on a fundraising website.
Hospital CEO Matt Roberts said a review was begun into "all aspects of this case."

. snip .In assisted births, doctors can use at least two methods: forceps to help grab the child or a vacuum.
.According to data compiled by the U.S. Department of Health and Human Services, assisted deliveries using either of these methods are infrequent and have been on the decline in recent years.

According to the parents, newborn Olivia Coats skull was crushed during her birth when the doctor struggled to deliver the baby using forceps. The family reportedly plans to sue their obstetrician, Dr. George T. Backardjiev, according to the National Monitor.
."We're not mad at the hospital, this is not their fault. It is one man's fault," Angie Coats, Olivia Coats grandmother, told ABC News. "We only want justice for Olivia; we want the person responsible, which is the doctor. We don't want the hospital being shunned."
.Angie Coats told ABC News that her daughter-in-law had a normal, healthy pregnancy, but that the couple had requested a C-section delivery because of the babys size. Olivia weighed nearly 8 pounds and was 22 inches long at birth.
.Backardjiev, however, refused to perform a C-section, telling the mother, 24-year-old Rachel Melancon, that she would have a scar afterwards. Instead, the doctor used forceps to help deliver the baby. Angie Coats told reporters that the doctor struggled with the forceps, and even put his foot on the bed to try and pull the baby out.
."He was turning and twisting and she would never come out, she recalled. He put the forceps one way and the other. When he touched the top and side of the skull, we heard a pop, like clay cracking in pottery and heard her skull crush."
.The medical staff assured Melancon and her fiance, 25-year-old Allen Coats, that their baby was alive. Olivia Coats was swiftly transferred to Childrens Memorial Harmann Hospital in Houston, where the parents learned that their daughter had suffered several skull fractures. Olivia Coats died on Jan. 2.

Backardjiev, but not The Medical Center of Southeast Texas, where their daughter was born on Dec. 28. The baby was transferred that day to Houston's Children's Memorial Hermann Hospital, which confirmed the baby died on Jan. 2.
.Coats, a pipe fitter and the baby's father, told ABCNews.com, "I can't bring it to myself to talk to people at the moment -- sorry."
. snip .Olivia was ultimately delivered by emergency C-section, according to the family, but they allege it was too late. "My son said, 'I don't think my baby is alive.' She was not breathing and she never cried," said Angie Coats.
.She said the medical staff told the family the baby was alive and would be transferred to Hermann Hospital.
.But once the family arrived at Hermann, they allege that doctors told them Olivia was not breathing on her own and had suffered "numerous skull fractures."
.ABCNews.com twice called the office of Backardjiev and spoke to an assistant, asking for comment. But the obstetrician did not return calls.
.Matt Roberts, the CEO of The Medical Center of Southeast Texas, said in a statement that the baby's death "rips at our hearts and words are insufficient to express how much our sympathies go to this loving family."
.The statement added, "While patient privacy and peer review restrictions prevent the hospital from commenting specifically, the hospital administration and independent medical staff immediately initiated a review of all aspects of this case. Our independent medical staff leadership shares in the hospital's commitment to take all necessary actions to understand why this happened."

The campaign has raised more than $6,000 and has a $20,000 goal.

Baby Olivia was taken off life support in a Memorial Hermann Hospital in Houston Wednesday, just four days after she was born on Dec. 28 at Medical Center of Southeast Texas.
Her parents, Rachel Melancon, 24, and Allen Coats, 25, believe their daughters death was the result of injuries received from the use of forceps during an attempted vaginal delivery. Olivia was eventually delivered by emergency cesarean section, but was unable to move or breathe on her own. She was ruled to be brain dead and transferred to the Houston hospital, Angie Coats, the babys grandmother, said.
Coats said Olivias parents hope the death will not be in vain. They hope to see Olivias Law passed, banning all forceps deliveries in the United States.
During Olivias short life, a group Facebook page was started to bring awareness to her plight, and to the need for a law prohibiting all forceps deliveries.
Since the page was started, Coats said people from all over the U.S. have left messages of encouragement and support, and to relay their own horror stories of forceps deliveries.
People are coming out of the woodwork with lifetime damages from forceps. People are telling us that they were forceps babies, Coats said.
Those heartstirring messages are what is keeping her son going during this difficult time, Coats said.
All I heard my son say is I want to save lives. I want this to never happen to another baby again, Coats said.
