When to repot depends on the type of plant. If it has a dormant or winter
resting stage, as most foliage plants do, repot at the end of the winter.
If it's a spring bloomer, repot right after it finishes blooming.

The size of the new pot is determined by the size of the root system.
Plants may go into a larger pot, a smaller pot, or one the same size. To
figure this out, knock the plant out of the pot by inverting it and
sliding the plant out into your hand. Work over a drop cloth, a dishpan or
my favorite, a plastic concrete mixing tub. It helps if the soil is on the
dry side.

Brush off the loose soil and choose a clean pot an inch or two larger than
the root ball. Broken, damaged, dead roots and leaves should be clipped
off. Center the plant in the pot and fill around it with fresh moist
soilless mix. I like a high-porosity mix, which means it has extra chunks
of perlite and is better aerated and drained. Set the plant at the same
depth it was growing before and firm the mix in thoroughly.
