The 2,300 weekday commuters on the Metro-North Railroads Port Jervis linethrough the mountains and lush valleys of Orange and Rockland Countiescompare the line to a small-town community. On homeward rides that canlast more than two hours, they sit together as if they are at a townmeeting, catching up on gossip, sharing their latest vacation photos andplanning their annual on-train holiday reception. And they still seem tobe awed by the views.

You go across the valley and you are as high as the birds, said IreneSmith, a lifelong Port Jervis resident and longtime commuter to Manhattan,describing the trip between the Salisbury Mills-Cornwall and Harrimanstations. Its absolutely gorgeous with early morning fog, and then in theevening you see the sun going down.

But as most commuters resume their daily travels following Tropical StormIrene, riders like Ms. Smith are embarking on a less certain journey. ThePort Jervis line suffered so much damage 14 miles of it that when Jay H.Walder, the chairman of the Metropolitan Transportation Authority, visitedsome of the tracks south of the Sloatsburg station on Wednesday, he restedhis hands on his hips, let his jaw drop and said quietly, This issomething.

Then he added, In nearly 30 years, Ive never seen anything like that.

Tracks were mangled and washed away. Trees were toppled. Parts of thesignal system were carried downstream. In other places, railroad bridgeswere battered.

Mr. Walder said the transportation authority, which is struggling withfinances, would find the money to rebuild the line despite its relativelylow ridership (600 people on Saturdays and 800 on Sundays). He authorizedMetro-North to expedite the work, allowing the railroad to hire a repaircrew to begin in a matter of days.

Initially the money will come from the agencys capital budget, but citinginsurance payments and the possibility of Federal Emergency ManagementAgency aid, he said, Im very hopeful we will be able to recover a largeportion of that.

SUFFERN With service on the Port Jervis Line suspended indefinitely,commuters say they are having a tough time figuring out which trains arerunning and which stops they're making.

In response to the confusion, NJ Transit today plans to post an updatedschedule on its website, www.njtransit.com. The schedule may be adjustedas further changes are made.

"It'll just give them some information on what trains we are running," NJTransit spokeswoman Penny Bassett-Hackett said Thursday.Since Tuesday, NJ Transit trains on the Main/Bergen Line have begun andended their runs in Suffern since the track north of there, Metro-NorthRailroad's Port Jervis Line, has been crippled by Tropical Storm Irene.Repairs on the 14 miles of track from Suffern to Harriman, the hardest-hitpart of the line, are expected to take months to complete.

As a result, 26 fewer trains are running each day, including expresstrains that were used by many Suffern commuters. The problem, riders say,is that they're receiving conflicting information or none at all aboutwhich trains are running.

The full extent of the damage has not been determined, as much of the lineremains inaccessible and under water, according to a press release fromthe MTA Metro-North Railway. Through a combination of observations made onthe ground and from a helicopter, Metro-North work crews have observedsignificant washouts and fallen trees at numerous locations along thetracks west of Suffern.

Some of the more significant issues that have been identified include:

.

Three washout locations of 1,000 feet each near Sloatsburg.

.

A 400-foot section of track washed out to a depth of 8 feet south ofSloatsburg.


.

Significant damage to several railroad bridges.

.

Suspected significant damage to the signal system, which is exposed andunder water.

Metro-North will retain an engineering firm to perform a thoroughinspection of 24 miles of infrastructure to determine the full extent ofnecessary repairs and determine required environmental permitting. Majorconstruction work would follow.

But west of the Hudson River, Metro-Norths Port Jervis Line has beenseverely damaged in many locations, with service resumption unlikely formonths.

Much of the Port Jervis Line, which terminates in Hoboken, N.J., stillremains under water, making full damage assessment difficult. But MTAphotographs of the line north of the New York-New Jersey border (such asshown below) catalog at least three washouts of 1,000 feet or more nearSloatsburg, N.Y., damage to several rail bridges, and suspected damage tothe signal system.

Metro-North, in coordination with Orange County, N.Y., has an alternatebus service plan for the 2,300 people who use the Port Jervis Line eachweekday. Buses will roughly follow the train schedule. As road and stationconditions improve in Orange County, Metro-North will seek to expand thebus options available. Metro-North customers also can use their PortJervis Line commutation ticket on the Newburgh-Beacon Ferry, which resumesservice Tuesday, or on the Newburgh-Beacon Bus, both of which cross theHudson River for access to Metro-Norths Hudson Line.
