Israel Expects to Halt Tax Payments to Palestinians

GAZA, Feb. 1 - Mahmoud Abbas, the Palestinian leader, and the Islamic faction 
Hamas urged Western countries on Monday not to cut aid to their government, 
saying it would impose further hardships on the impoverished Palestinians. They 
spoke as the question of Western assistance was discussed in two meetings: in 
Brussels by European Union foreign ministers, and in London by the United 
States, the United Nations, the European Union and Russia. 

"Some in the international community want to punish the Palestinian people 
because of the election result," Ismail Haniya, a senior Hamas leader, said of 
the group's surprising triumph in the parliamentary election last Wednesday. 
"We assure you that all the money will be spent under your supervision." 

The Palestinian Authority is facing urgent financial problems, including how 
130,000 employees will be paid without European assistance and tax money due 
from Israel.

An Israeli official was quoted by Reuters today as saying that it expected to 
suspend monthly tax payments to the Palestinian Authority. The official, Mark 
Regev, a Foreign Ministry spokesman, said the automatic tax payments to the 
authority would probably stop until the completion of a policy review ordered 
by the interim prime minister, Ehud Olmert, the news agency said.

The next payment is due on Wednesday, and was expected to total about $55 
million, Reuters reported.Mr. Abbas had a visit from Chancellor Angela Merkel 
of Germany on Monday, at his West Bank headquarters in Ramallah. "I stressed 
the importance of the continuation of financial and other types of support by 
the donor countries," Mr. Abbas said.

He denied reports that he was considering resigning and said he remained 
committed to peace talks with Israel. But it is not clear how he will pursue 
them when Hamas, which has always rejected talks, will control the government.

Ms. Merkel said she "made it clear that Germany expects all political forces 
that carry responsibility to accept the preconditions for political activity." 

"That means for me, firstly, that Israel's right to existence is recognized, 
and secondly, there is no use of violence," she added.

Mrs. Merkel also met with Israeli leaders but not with Hamas.

Hamas leaders say it would take two or three weeks to put together a new 
government, and the group has not announced any major decisions since defeating 
the governing Fatah Party, which is led by Mr. Abbas.

Since most senior Hamas figures are in Gaza, and Israel will not allow them to 
travel to the West Bank, they are waiting for Mr. Abbas to come here to begin 
talks on the new government and the chronic financial troubles.
