Have you synced the iPad since 'downloading' a photo?
As I understand it, the iPad is its own computer, not dependent on
attachment to a laptop or desktop one.
Sync preferences are set in iTunes, so, it depends on a computer.
It can receive e-mails from any source, with photo attachments, and
presents users with the option of saving those photo attachments.
and those always go into the album 'Saved Photos' in the Photo App.
For everyone else. Except somehow for you.
So where do the confounded things go, and how does one get at them?
I think troubleshooting and examining every option is a possible way
to find out.
To talk about syncing via iTunes
Which suggest to me that you haven't done it, and closed the door to
gaining some evidence.
