Good. That's where I checked. Go to File->Print. In the lower right corner of the dialog box that opens, you will see an area marked "Zoom". It has two entries: Pages per sheet and Scale to paper size. You want to se Scale to Paper size to "Legal" (the third entry in the drop down list). Now, click print. This should scale your bulletin so that it prints on the right size paper and still obeys the print region of your printer. Let me know if this works.
