I installed the Office as administrator. I tried installing it as user. In both cases when using XP as that user (or administrator) the problem doesn't occur. I also went into office as the same user a few hours later (after some others pupils had used the computer and Office) and it "remembered" that that pupil had used the computer and didn't go through the whole process again. That even more convinces me that if there was a way to "tell" Windows that Office was an all users program, this ridiculous process wouldn't be.
