It is a quirk of excel. If you left the text to columns option set to delimited
and the delimiter set to comma excel remembers this setting. All you have to do
is highlight a column in excel select
tools | text to columns | delimited
and then untick the comma box.
Quit the procedure and then everything should work fine.
If anybody knows of a permanent way to fix this bug then please let me know

I have a word merge with fields separated by commas that when I merge to
a new document it puts a continuous section break into the new document.
I copy and paste this data into Excel. The section break causes two sets
of data to appear in one row. Is there any way to keep the section break
from happening in the first place? Or maybe there's a better way to get
my data into Excel?

Here's the comma separated values in Word. Pretending there are a bunch
of these on a page with the section break
Wells, Glenda, Tennis
Wells, Tiffany, Polo=====section break

Here's what it becomes in Excel with the pipe character representing
individual cells
Wells||Glenda||Tennis
Wells||Tiffany||PoloWells||Joy||Rowing
