Page border position
To modify the position of the page border, follow these steps. You may need
to do this if the page border is cut off on a printout, or you want it to
appear closer to the text.

Click on the page containing the page border.
Click Format - Borders and shading.
Choose the Page Border tab.
Click the Options button.
Modify the settings to increase the distance from the edge of the page.
Alternatively, change the drop-down menu to read Text, and change settings
for point size in the Margin section.
Click OK. Repeat the procedure if you need to make further changes.

this is different to changing margin settings. changing margin settings
doesnt seem to work most of the time.
