Paula,
As Linda said Front Page will do the job for you. But, that only will create 
the web site, you will still have to sign up with someone operating a Server 
to do the web hosting for you.

     I am starting a home based business and would like to have a web page.
Though I am somewhat knowledgeable in some programs, I'm afraid I have not
ever actually 'created' one. I have Publisher 2003 and Word. Between these
two programs, is it possible to just pay for a domain name (web address) and
create my web page myself? If so, where may I start to learn how this may be
done? II will actually need to know it all and what fees I should also
expect.
