[mso] Web Page Help

I am starting a home based business and would like to have a web page.
Though I am somewhat knowledgeable in some programs, I'm afraid I have not ever
actually 'created' one. I have Publisher 2003 and Word. Between these two
programs, is it possible to just pay for a domain name (web address) and create
my web page myself? If so, where may I start to learn how this may be done? II
will actually need to know it all and what fees I should also expect.
