[mso] Securing Website for Browsing

I am creating a website in FP 2002 and want to allow browsing capability
only to selected people who will be given a username and password to
access the site. I opened it live and then went through the Tools menu,
Server option to set Permissions and thought I had it all set up, but
anyone can still access the site. Does anyone know how to do this
properly who could lend me a hand to figure out what I've done wrong?
