[mso] Outlook icon failing? (Outlook 2000)

When I receive an email, Outlook 2000 displays a small envelope icon on the
bottom, near the computer clock. I *used* to be able to just click on that,
and the email would open.
Now, when I click on it, it says: "The operation failed."
What settings affect that, does anyone know? I'd like to change that.
